This revelation was only recently discovered in his diaries, around the time the Tyrant Was In His Pants, referring to a common fear from male prisoners:

“I explained to them that they are young and they could have young people’s diseases. My main concern was to not catch a venereal disease, an HIV disease, in this place.”

Well, the US Military wasn’t about to let Saddam have free run of the place so he could intimidate other Iraqi prisoners! And Arafat was, well, occupied elsewhere....
